First ask the pending members to remove their requests then switch the
community to public .Then they can easily join the community ..
If you want all the members to be in your community, then just accept
them and set your community to public ..
But if you dont want them in your community, then just decline the
requests..
But if you dont want either of the two choices, then just bookmark
those pending members in your profile..So that later at some point of
time you can invite them to your community,,.

For your information :
Owners / Mods are not able to accept pending members because of a bug
prevailing these days !
This was the reason he asked this, as switching the community to
public is the alternative workaround !
